Navigating the Latest Changes to Canada’s Immigration Policies
Canada has recently announced significant changes to its immigration policies, impacting both temporary and permanent residents. These changes are part of the 2025-2027 Immigration Levels Plan, aimed at achieving sustainable growth and addressing current economic and social pressures.
Key Changes in the Immigration Levels Plan
Reduced Permanent Resident Targets: The federal government has reduced the target for permanent residents from 500,000 to 395,000 in 2025, and further to 380,000 in 2026, before increasing slightly to 365,000 in 2027. This reduction is intended to alleviate pressures on housing, infrastructure, and social services.
Temporary Resident Reductions: The plan also includes measures to reduce the number of temporary residents, aiming to bring the temporary resident population down to 5% of Canada’s total population by the end of 2026. This includes stricter eligibility requirements for temporary foreign workers and international students.
Focus on In-Country Applicants: Over 40% of the anticipated permanent resident admissions in 2025 will be from individuals already residing in Canada as temporary residents. This shift prioritizes those with in-country experience, who are seen as having better long-term success rates.
New Regulations for International Students: International students can now work up to 24 hours per week off campus while their classes are in session. Additionally, students must apply and be approved for a new study permit before changing learning institutions. Designated learning institutions must comply with stricter reporting requirements to prevent misuse of the program.
